Matthew Fraser

Director of Programs and Research

Matthew leads the development of The Circulate Initiative’s research capabilities and designs programs that address plastic pollution and build circular, equitable economies in emerging markets.

With 15 years of experience in the circular economy, Matthew has worked with governments, international organizations, and businesses to design and implement solutions and policies that drive systemic change.

Prior to joining the Circulate Initiative, Matthew served as Director at Circle Economy where he led global research on circular resource use, developed methodologies to measure circularity at national, sectoral, and city levels, and created user-friendly digital tools that deliver data and insights to decision-makers worldwide. Matthew has authored multiple thought leadership reports on circularity and systemic transformation, shaping policy agendas and strengthening capacity across regions.

His advisory work spans both developed and emerging economies, with projects in Asia, Europe, Africa, and the Americas.

Matthew holds a Master of Science in Industrial Ecology from TU Delft, the Netherlands, and a Bachelor of Design from OCAD University, Canada.
